Duly Qualified

Federal qualification practice · Canada

If you are not in the pool, you never see the work.

Duly Qualified gets IT services firms onto the PSPC supply arrangements that gate federal work - then tells you, every week, which opportunities are worth your time and which are not.

How it works

The door, the list, and the record.

Duly Qualified does three things a firm selling to the federal government usually has nobody to do: it gets the firm into the pool, tells it every week what to bid on, and keeps the record of what it said.

The door

Into the pool first. We map the vehicle your revenue actually runs through, assemble the submission in the evaluation grid’s own words, and follow the evaluation to the end - the deficiency cycle on the informatics vehicles, the reference check on ProServices. You leave with a package you own and can reuse at the next refresh.

The list

A short list, with reasons.Every week: the notices worth your afternoon and the ones to skip, each with why. Rules draft the list; an advisor reviews it and decides.

The record

Every verdict written down and kept.Verdicts go to a ledger nobody can edit, with what happened after them. A year on, you can check the practice against its own record.

01 - Fixed-scope project

Getting qualified

Federal departments pre-qualify a pool of suppliers and buy from it. Getting in is a paperwork exercise, and where it fails the reason is almost never capability.

  • Work out which vehicle actually gates your revenue, from your own contract history.
  • Assemble the response - reference projects written in the words the evaluation grid uses.
  • Manage what follows submission - the deficiency cycle on the informatics vehicles, the reference check on ProServices - and hand over a package you can re-use at the next refresh.

Where it ends. Qualification gets you into the pool; the bids inside it are yours to write. The evaluation is PSPC’s, so what we control is the quality of the submission.

How a qualification project runs

02 - Subscription

Weekly judgment

Once qualified, the problem inverts: too many notices and no afternoon to read them. Each week, for your firm, a short list with reasons.

BidWhy this one fits - category, incumbency picture, requirements you already meet.
Do not bidAnd why. The half that saves money; a no with a reason is the one you can argue with.
WatchNot yet, and what would change it.

How it is decided. Deterministic rules against your profile draft the list; an advisor reviews it and decides, and every verdict is kept.

03 - How it starts

It starts with the record.

We show you, from the public record, what your firm has won federally, in which categories, and whether anything in that record suggests you already sit on the vehicle that gates it. One page. Free. Checkable line by line.

What the record can and cannot say

PSPC does not publish the holder lists for TBIPS, SBIPS, TSPS or ProServices. When a report says your firm is absent, it means no contract under that vehicle appears in the public record - evidence of absence, not proof. If you already hold the arrangement, the report is wrong, and we would like to know.

04 - Free digest

See how the reasoning reads before it is aimed at you.

The weekly digest covers the federal IT services market as a whole: the notices that mattered, the ones that did not, and why. In English or French. Unsubscribe in one click, as the law requires and as we would anyway.

What moved in federal professional services, once a week. Unsubscribe in one click.

05 - Modernization tracker

The methods of supply are changing. This page keeps up.

PSPC is restructuring professional-services procurement. Each entry is dated, sourced, and says what it changes for a firm like yours. There is an RSS feed.

Each supply arrangement PSPC awards is public, one record at a time

The holder lists for TBIPS, SBIPS, TSPS and ProServices are still not published, but every arrangement awarded since 2019 is a row in CanadaBuys contract history. Holder status can be checked, with a date, for firms qualified in that window.

The holder lists for the professional services vehicles are not public

PSPC's open holder file covers Temporary Help Services and not TBIPS, SBIPS, TSPS or ProServices. Nobody can tell you from open data alone whether a firm holds one of those.

ProServices

ProServices drops the security requirement, and the Procurement Business Number is gone

A new ProServices supplier needs an SAP Business Network ID and a CRA business number, no security screening and no insurance, and a category passes on one reference's reply to one PSPC email. Plan the references, not the paperwork.
