Duly Qualified

About Duly Qualified

Federal qualification, for the firms that do the work.

Duly Qualified gets Canadian IT and professional services firms onto the PSPC supply arrangements that gate federal work, then tells them each week which opportunities are worth their time and which are not.

It is for small and mid-sized firms that already win federal work, or should, and do not have a procurement department to get them into the pool and keep them there.

Why it exists

If you are not in the pool, you never see the work.

Federal departments do not buy professional services one contract at a time. They pre-qualify a pool of suppliers under a handful of supply arrangements - TBIPS, SBIPS, TSPS, ProServices, THS - and buy from the pool. A firm outside it does not lose the bid. It never sees the requirement, because the requirement never becomes a public tender.

Getting in is a paperwork exercise with a low pass rate, and the reason is almost never capability. Firms qualify onto the wrong vehicle, or onto three when one would do; the response answers a question the evaluation grid did not ask; the first submission comes back with deficiencies on a short clock and the effort stalls there. Once in, the problem inverts: hundreds of notices a week and no afternoon to read them.

Duly Qualified exists to do that exercise properly, from the public record, and then to keep reading the notices - saying no with a reason as often as yes, and writing every verdict down so the practice can be judged on its record.

Wrong door

Qualified onto a vehicle that does not gate the firm’s revenue, or onto three when one would do.

Stalled

The first submission comes back with deficiencies, the clock is short, the response reads as a rejection.

Flooded

Once in the pool: too many notices, no way to tell which three are worth an afternoon.
