ProServices, in plain words
ProServices Supply Arrangement
What it gates
Professional services requirements below the Canada–Korea Free Trade Agreement threshold for services - CA$100,000 for 2026 and 2027 - across informatics, business, project-management and other streams. Departments must use ProServices for that work, which makes it the entry point for firms whose federal revenue is made of many smaller engagements rather than a few large ones. Two of its streams, 14 and 15, are optional for departments rather than mandatory; the rest are mandatory.
How it is divided
By category of professional service and by region. Below $40,000 a department may award directly to the holder it chooses; above that it must compete the work among holders in the category and region. The categories span the business, informatics and other professional streams, so a firm that would qualify for TBIPS work above the threshold and TSPS work beside it is often looking at ProServices for the same work below it.
How you get on it
- Enrol in the Centralized Professional Services System with your SAP Business Network ID and your CRA business number. The Procurement Business Number retired with the Supplier Registration Information system on 3 July 2026, and CPSS keys on the two that replaced it. The company section of a submission mirrors your CPSS supplier profile, so the profile has to match the SAP record first.
- Choose categories from contracts an outside client was invoiced for in the last five years. Each category claimed needs one such contract behind it, named specifically. The reference is whoever paid the invoice: for a contractor placed through an intermediary, that is the intermediary, not the end client.
- Name one reference per category, with a second email address as the backup. After the quarter closes, PSPC writes to each reference once with three yes-or-no questions. An out-of-office reply counts as no reply, and a category with no reply fails, so spread the categories across several references rather than hanging them all on one.
- Submit before the quarter closes (period 34 closes 1 October 2026), then brief the references for the email window that follows. There is no financial evaluation, no insurance requirement and no security screening on the arrangement; security is set by the buying department at the bid stage. The only paperwork window is two working days to supply a document if ProServices asks for one.
When it reopens
Quarterly, on the published CPSS calendar: PSPC evaluates new suppliers, and existing holders adding categories, in fixed quarterly periods - April to June, July to September, October to December, January to March. A holder who is not adding anything keeps its status without resubmitting. The arrangement runs to 4 July 2028.
Why a smaller vehicle is often the better first move
Firms tend to aim at the largest vehicle their size allows. For a firm whose federal work is a series of engagements under the threshold, that is backwards.
ProServices gates the work you are already competing for. Qualifying there turns opportunities you cannot currently see into opportunities you can, and the quarterly calendar means the wait for a door is never more than three months.
It is also lighter than its reputation. There is no financial test, no insurance minimum and no security screening on the arrangement. A category passes or fails on one thing: whether an outside client that paid your invoice answers PSPC’s one email. Choosing references that will answer, and keeping them ready for the window, is the work.
The honest caveat about what we can see
PSPC does not publish the list of ProServices holders as a whole. It does publish each supply arrangement it awards, one record at a time, in the CanadaBuys contract-history dataset - a row titled “ProServices SA – firm” with the date. So when a report of ours says your firm does not appear on the vehicle, it means no arrangement award under ProServices names your firm in that record, and no contract under any arrangement in the category names it either. The record begins in 2019; a firm qualified before that may not appear in it. If you already hold the arrangement, tell us and the report is wrong.
